Synopsis

A case for reforming the Union's energy and climate policy, on the grounds that the present patchwork of instruments produces inefficiency: overlapping rules raise costs without a matching benefit.

The central proposal is to make the Emissions Trading System the single instrument for reducing emissions, and to remove the regulations and selective subsidies layered on top of it in the electricity and gas markets. The study treats nuclear power and carbon capture as legitimate routes to lower emissions alongside renewables, and examines the Black Sea, where Romania's offshore resources bear directly on Europe's dependence on imported natural gas. Energy security is read throughout as a matter of competitive advantage as much as of supply.
