Synopsis

What European rules on digital markets do to innovation. The study accepts that the rules are meant to protect users and keep competition fair, and asks what they cost: compliance burdens that fall on small and medium firms, investment in technology that is discouraged, innovation that is narrowed.

It works through the effects of the GDPR, the Digital Services Act, the Digital Markets Act and the AI Act; the absence of European technology leaders, which it traces in part to underdeveloped capital markets; and the bureaucratic obstacles particular to artificial intelligence, where ambiguous rules risk slowing development. The argument is that Europe's regulatory model is built around control and compliance rather than around encouraging innovation, and that this places European firms at a disadvantage against American and Chinese competitors. The recommendations look for a balance between protecting consumers and leaving room for economic freedom.
